Why do I not have permission to create a personal Gallery?

Right now only donating members can use the galleries. They are viewable by everyone but only donating members can create and upload photos to their personal gallery.

Hip...I was peckin around last night checkin out the gallery...I cant figure out how to start one...Help me please,directions needed

Go to your User Control Panel and then click the 'Gallery' tab then 'Manage Personal Albums' and from there you can uplaod your pictures and all that good stuff.
