Yup. Need a title to register it. You do in Minnesota anyways. Do you not have a title? If it hasnt been registered in a really like time, getting one shouldnt be hard at all if the previous owner or who ever last had it titled is not able to be contacted. There was a web site for a company that would do all the dirty work of getting a title for you and wasnt all that much if I remember right. I have a 1976 CobraJet that needs a title also soon so I will have to do some digging. Its a boat I got for free that hadnt been registered in like 15+ years now I bet and have no idea who the previous owner is.

Deppending on state you may not need to reg. In MN
Crafts under 16 foot dont need a title.
Get a bill of sale.
The DMV provides titles if you want one at a cost.
Use the hull id # to have a title made if you want one.
You can have #s on the boat and the current tab on it but still have no tittle as the DNR who runs the lic of rec. Vech. Does not make titles.
If you want to up your value in the boat or sell it at any point a title is nice but along with a un need title comes taxes and fees over at the dvm
If your boat comes from a different state call the state it was reg. In they will keep the owners name but give you the ability to transfer. From state to state even with no title.
When all fails use the hull Id.
Pos.
You can borrow use it as real property
With a tittle
Does it have any leins good way to find out.

I going through that right now. Trying to get a title for a Hydrostream Vegas. I got the boat without a title. I know its not stolen and there is no lean on it but the DNR or the DMV, for privacy reasons, wont give me the current title holders name. They said they have sent out stuff on my behalf to the current registered owner but I have never heard anything back from them. Boats last reg decal was 2007 so who knows if the person even still lives at the same address.

Also have a CobraJet that I have no title for that hasnt been registered since the 90's I think it is and need a title for that too. The joys of getting older boats with no papers. Ugh... lol

I had a viking.. bought at Howards auction....i think or was told that...boat came from PA called then with the # on the side.
They sent me some paper work had the bill of sale.
One hour at the DMV got the title.
My boat never had a title so mine was the 1st.
If a title has been made that makes it harder im sure.
I know a bill of sale goes a long way at the DMV.
Even a hand writen one.
The fact that the state knows the owner but will not give his name is uncool.
The owner of abandon property or public notice of abandon property. Might be a good route.
Report it abandon at your house/ public notice.
No show use the PD Report file for new title.
Use the PD or sheriff to flush the owner or force states hand to issue you a tittle.

Boats under 20ft don't need a title in Michigan. if you have the previous registration, and a reciept (PoA slip) you are all set.
