The factory gel usually doesn't peel. I'm willing to bet the original gel was starting to fade so someone cleared it at some point. I could be wrong though. I'm sure someone else will chime in that will better know.

1983 Voyager that has been in storage for the last 3 years. There is significant peeling in what looks like a clear coat over the gelcoat.
