As stated by tnelson77, can you pull back any of that rub rail to see if there is anything under it? That hull screams Vector, but with the sides cut down. I think it was Ronnies Marine (Im sure I have that wrong) that has rebuilt a few streams over the rears and they have modified a few hydrostream hulls like this.
Again though, that HIN is not an anything that would be issued by a manufacturer. HIN should always start with a 3 letter suffix to signify the boat Manufacturer Identification Code. Example, HSP is Hydrostream, ALT is Allison, Etc... You can look up MICs here also -
