The poppet is for pressure relief. Merc cooling systems pump too much water and pressure at higher speed, so the poppet opens, and dumps it off. If it's leaking, or stuck open, you'll make no pressure at low speed.

Easy to check. At about 1800 rpm, you should see a sudden drop in pressure on the gauge, that tells you it's opening. Of course, it still may not be sealing at idle. It's on the starboard side of the powerhead, near the base, just under the switch boxes.

Ok, here's a few ideas. The 2.4/2.5 Merc motors won't push alot of water until the thermostats open up so the motor needs to warm up for a bit. You may need new thermostats. The other thing to check is the poppit valve. If the Valve is stuck it may send water straight through the lower unit instead of redirecting the water through the block...

Does your motor have a popet valve and or thermostats? If its been plumbed like a HP motor pressure can be very low.
My psi guage wont budge at idle and I get around 8-9psi @ 6000 rpm but it runs consistantly 130 - 140 degree's (Nik motor)

Just make sure you have a good temp guage and there is lots of water coming out of your dump hoses. As these guys have said, it will pump more psi in the water.
