The poppet is for pressure relief. Merc cooling systems pump too much water and pressure at higher speed, so the poppet opens, and dumps it off. If it's leaking, or stuck open, you'll make no pressure at low speed.
Easy to check. At about 1800 rpm, you should see a sudden drop in pressure on the gauge, that tells you it's opening. Of course, it still may not be sealing at idle. It's on the starboard side of the powerhead, near the base, just under the switch boxes.
