Is this correct?
I have a 79 vector with the steering wheel in the center! Would 16" cables be the right length?

I'm assuming you ether can't read the old cable or don't have one to measure. There is a procedure to measuring steering cable length but I can't for the life of me remember it. I can look at work tomorrow and see what i can find. Ether way it sucks because I haven't found a definite way to make sure it's the right size the first time without reading off the old cable.

What are they referring to when it says "thru tilt tube type steering"? Don't know all the terminology

The tilt tube is the pipe that the steering cable goes thru, (the sheathing attaches to the tube). the tube is also the hinge that the engine pivots from (for trim, not steering).
Back, I guess, in the early 70's manufactures all went to this. Before that, the cable sheathing was often mounted to the transom and the steering cable was attached to the motors tiller arm.
