1983 Voyager that has been in storage for the last 3 years. There is significant peeling in what looks like a clear coat over the gelcoat. Is this how they were made or did someone shoot this later?

The factory gel usually doesn't peel. I'm willing to bet the original gel was starting to fade so someone cleared it at some point. I could be wrong though. I'm sure someone else will chime in that will better know.
