32:1 is too much oil for a fishing motor. You will foul plugs and end up getting carbon deposits behind the rings. Not good. Pistons swell and the rings need the groove to move into. It can be tig welded .Looks like someone hit it with a hammer maybe trying to steel you prop or something.I would sand alittle past the crack to make sure thats were the crack ends .A good welder will drill a hole at the end of the crack to stop the crack . Good luck
